Josephine Stephens

Mrs. Josephine Stephens joined the staff of the Overseas Examinations Commission in 1997 as the Accounting Officer. In 2005 her title was changed to Financial Officer after a comprehensive reclassification exercise which was undertaken by the Cabinet Office. There was a further change to her title in 2016, after a review of certain key positions at the OEC by the Ministry of Finance and the Public Service, resulting in her becoming the Director of Finance and Accounts. This new title reflects the full scope of her responsibilities and the critical roles that she plays in the organisation’s Financial Portfolio Management.

As a member of the OEC’s Senior Management Team, Mrs. Stephens prepares various critical reports for the Executive Director, the Finance and HR Committee, the Audit Committee as well as the Board of Commissioners. Her special portfolio responsibilities include the development of the annual budget, the crafting of the strategic business plan as well as the provision of various reports to the Ministry of Education Youth and Information as well as the Ministry of Finance and Planning.
