The four-storey multipurpose structure, scheduled for completion in 2026, represents investment of $1.5 billion, with the possibility of an additional $400 million to $600 million for the buildout of digital infrastructure.
The facility will be equipped with cutting-edge computer laboratories, augmented and virtual reality laboratories, and advanced testing rooms, serving as a digital hub to support assessment and processing in a modern and efficient manner.
The new facility is expected to transform the administration of examinations across Jamaica and the wider Caribbean.
Education and Youth Minister, Fayval Williams, in her address at the ground-breaking held at the OEC’s Manhattan Road address in Kingston, said the development project represents a significant improvement in the administration of examinations.
“This is a testament to our commitment to advancing education through innovation and technology. It aligns perfectly with the Ministry’s Transforming Education for National Development (TREND) programme, which is focused on driving national development through education reform, digital transformation, and modern infrastructure,” she said.
Chairman of the OEC, Brian Bennett-Easy said construction is slated to take place over a period of 18 months commencing in October.
“This process starts now and by the time we get around to the beginning of 2026, the facility should be up and running,” he said.
He noted that the OEC “is transitioning and enhancing some of the services that are already in place, expanding some of the labs [and creating more space for operations]. We are using this as an opportunity to reset as many digital services as possible… . It is part of that digital transformation and transitioning all the paper-based proctoring and administration and moving everything into a new space”.
Bennett Easy said the multipurpose facility will provide enhanced digital capabilities for students.
“What this facility will allow is for institutions and students who don’t have their own facilities to come here and to sit exams. We are enhancing, expanding and future-proofing the facilities that are here,” he said.
The OEC administers the regional Caribbean Examinations Council (CXC) examinations as well as the United Kingdom (UK)-based international suite of secondary level exams. It also administers international professional and semi-professional exams for over 800 examining bodies.
